What counts as evidence
Today a live 402 challenge outranks a catalog claim, which outranks documentation. Holders decide whether a third-party probe network's observations rank alongside our own, and how many observers agree before a metric is published.

Routing formulas
The price, context and latency benefit functions are printed on the routing page. Changing a constant changes every ranking on the network; that is a vote, not a commit.

The provider allowlist
Which endpoints the proxy may reach. Adding a provider means ASSAY will replay signed payments to it; removing one cuts it off. Both are consequential enough to put to holders.

Listing bonds and slashing
How much a provider stakes to be verified, what a misreport is, and how much of the bond it costs. This is the mechanism that makes the evidence worth trusting, so it should not be set by us alone.

Prober rewards
The emission schedule for nodes that measure the network, and the quorum rule that decides which observations are paid.

One staked token, one vote, weighted by stake and by time staked so a wallet cannot buy a decision the day before it closes. Proposals are published here with the exact change — a formula constant, an allowlist entry, a slashing rate — a week before voting opens, and the result is applied by us and verifiable by anyone against the published rules. Nothing here is live yet, and the page says so wherever it matters.
